Carl Raymond Foleen
Carl Raymond "Ray" Foleen, 92, passed away peacefully on October 10, 2022, in Portland, Oregon. Born in Portland on October 21, 1929, Ray attended Vestal Grade School, Washington High School, and the University of Portland on a full-ride basketball scholarship. Ray married his sweetheart, Harlene Karr, on March 10, 1953. He was a Commander in the U.S. Navy and served aboard the USS Boxer (CVA-21) aircraft carrier.
Ray was Deputy Administrator at Bonneville Power Administration, and later consulted at the Washington Public Power Supply System, serving as an elected executive board member.
He is survived by his wife of 69 years, Harlene; three daughters, Carla Crinklaw, Carol Martin, and Lori Foleen; four grandchildren, Chris Collins, Megan Johnson, Garrett Crinklaw and Kaley Crinklaw; and three great-grandchildren. He was preceded in death by his daughter, Linda Foleen. A memorial service will be held at 11 a.m., Saturday, November 19, 2022, at Bateman Carroll Funeral Home.
